It all depends on the type of volunteering you do. Most NGOs do NOT require you to be fluent in the local language or English. If they do, they are usually projects that need professional staff with specific characteristics and for a very long time.
However, we recommend that you learn basic vocabulary beforehand, not only to facilitate communication but also to make your own experience even more profound. You will see how the local people really appreciate your involvement in this way.
